Why merchant pay is cheaper than the withdraw-then-cash chain

On a TSh 30,000 grocery run: if you withdraw TSh 30,000 at an agent first and pay cash, you pay the M-Pesa cash-out fee (around TSh 1,450 in that band) plus excise + VAT on it = TSh ~1,880 of friction. If you pay the supermarket's till directly via Lipa kwa M-Pesa, the customer-facing cost is zero. Over a month of household spending the cumulative saving on cashless merchant pay is the difference between mobile money being a money-store and a money-pipe.

All values verified June 2026. Operator tariffs cross-checked against Vodacom Tanzania, Yas / Mixx by Yas, Airtel Tanzania and Halotel published sources; review cadence is quarterly.

Frequently asked questions

Who pays the fee on Lipa kwa M-Pesa / Lipa Kwa Simu?
In Tanzania the convention is merchant-paid: the customer's wallet shows no fee on a merchant-pay transaction, and the merchant accepts a small acceptance fee (deducted from the merchant's settlement). That's why customers see merchant pay as 'free' compared to the agent withdrawal route.
Is there a free-below threshold on small merchant payments?
On most operators yes — small-value Lipa transactions (typically below TSh 1,000-2,000) are free even for the merchant, encouraging cashless adoption on daily-spend amounts. Larger Lipa transactions carry the merchant's standard acceptance percentage.
How do I scan a Lipa till QR code?
Open the wallet app (Mixx Super App, M-Pesa Tanzania, Airtel Money), select Scan / Lipa kwa QR, point the camera at the merchant's QR sticker on the till, enter the TSh amount and PIN. The merchant's till receives the payment notification immediately. USSD-only users can type the merchant's 5-7 digit till number into the Pay Merchant menu instead.
