If you pay directly at a merchant that accepts mobile money, it is 0 F for you: the shop bears an acceptance fee (roughly 0.5 to 1.5%). In other words, paying rather than withdrawing saves you the withdrawal fee where one applies.
The nuance to keep in mind: merchant acceptance is split between Wave and Orange Money depending on the shop. Keep both apps so you can always pay without withdrawing.
