Levy abolished

Côte d'Ivoire taxes mobile money at the operator level — 7.2% on operators' mobile money commission revenue (Annexe fiscale 2019), paid by the operators, not charged separately to the user. Customers pay only the provider's own fee (about 1% on a withdrawal); there is no distinct per-transaction government tax line. An earlier 0.5% transfer tax floated in 2018 was withdrawn and never took effect.

Pay at the merchant or withdraw?

A worked example. You receive 150,000 F. If you withdraw cash, the withdrawal costs about 1,500 F on Orange Money or MTN (1%, under the 4,500 F cap), and it is free on Wave. If you pay directly at a merchant that accepts mobile money, it is 0 F for you: the shop bears an acceptance fee (roughly 0.5 to 1.5%). In other words, paying rather than withdrawing saves you the withdrawal fee where one applies.

The nuance to keep in mind: merchant acceptance is split between Wave and Orange Money depending on the shop. Keep both apps so you can always pay without withdrawing.
