The band-edge strategy

As with any banded schedule, the boundaries matter. Example: withdrawing RWF 75,000 costs RWF 1,100 (band 40,001-75,000); withdrawing RWF 75,001 costs RWF 2,000 (band 75,001-150,000) — ONE more franc costs RWF 900 more. If you plan to withdraw RWF 80,000, two RWF 40,000 withdrawals would cost 2 × RWF 600 = RWF 1,200 — that's RWF 800 less than the single RWF 80,000 withdrawal. Knowing the grid avoids this trap.

What's the fee to withdraw RWF 10,000?
RWF 275 at the agent (band 5,001-10,000). At a compatible MTN ATM, RWF 509. No tax added. Effective: 2.75% at the counter, 5.09% at ATM for this amount. ATM becomes more competitive above RWF 20,000.
From what amount does the ATM become cheaper?
From the RWF 40,001-75,000 band (ATM RWF 954 vs agent RWF 1,100), and particularly on large ones: RWF 500,001-1,000,000 (ATM 6,354 vs agent 9,000), RWF 1-2M (ATM 10,354 vs agent 17,000). On small withdrawals, agent stays cheaper. If you have an MTN ATM on your route for large amounts, that's the smart option.
What's the per-transaction withdrawal cap?
RWF 2,000,000 per single agent withdrawal. MTN ATM generally has the same limits for fully KYC-verified wallets; the physical ATM limit (cash available in the ATM) may be lower depending on the ATM. For amounts > 2M, split into multiple withdrawals or use MoMo-to-bank.
Is there a tax to add?
NO. Unlike Uganda (0.5% URA), Kenya (0.15% excise) or Ghana (historic 1% e-levy), Rwanda has no government tax on mobile-money withdrawals. The displayed operator fee IS the total cost. No VAT either.
Can the agent charge more than the displayed fee?
NO. The fee is automatically deducted from your wallet — the agent should collect NOTHING extra in cash. If an agent asks for a surcharge, it's overcharging forbidden by MTN. Ask to see their pricing chart (mandatory display at every registered agent), note their name and agent code, and report to 100 (MTN customer care).
