Current status

Rwanda legislated a 15% excise duty on the fee charged on financial transactions, but its mobile-money component is deferred to 1 July 2027 — so no extra mobile-money excise applies as of 25 June 2026. Confirm the 2027 status with MTN/RRA closer to the date.

Worked example: Pushing RWF 100,000 from MoMo to a linked bank account is free; to a non-linked account it costs RWF 1,000 (the RWF 40,001–300,000 band). Pulling the same amount from a bank into the wallet is free if linked, else RWF 1,000.

How to Send Money with MTN MoMo in Rwanda

  1. Dial *182#Open your phone's dialer and enter *182# on the MTN MoMo SIM.
  2. Choose Send MoneySelect Transfer / Send Money from the menu.
  3. Enter the recipient numberType the recipient's mobile number, then confirm the name shown.
  4. Enter the amountEnter the amount to send; any fee is displayed before you confirm.
  5. Confirm with your PINEnter your MTN MoMo PIN to authorise; you get an SMS confirmation.

About MTN MoMo in Rwanda

Rwanda is served by MTN MoMo and Airtel Money, in an economy Kigali has pushed hard toward cashless. With two operators and a strong merchant-payment push, keeping money on the wallet to pay rather than cashing out is the encouraged norm here.

On pricing, here is how MTN MoMo structures its fees. Sending is priced by band : flat RWF20 RWF1–RWF1,000; flat RWF100 RWF1,001–RWF10,000; flat RWF250 RWF10,001–RWF150,000; flat RWF1,500 above RWF150,001. Cash-out is priced by band : flat RWF200 RWF1,000–RWF10,000; flat RWF300 RWF10,001–RWF100,000; flat RWF1,500 RWF100,001–RWF500,000; flat RWF3,000 RWF500,001–RWF1,500,000. Receiving money is free; the cost sits at sending and at cashing out to physical cash.

Government levy. There is currently no specific state mobile-money tax in Rwanda: you pay only the operator's fee.

How to use it. You manage MTN MoMo via the mobile app, the operator's USSD menu (no internet needed), or an authorised agent to deposit and withdraw cash. Fees are identical on every channel — the schedule above applies with no per-channel surcharge, and an agent should never charge cash on top of the fee deducted from your balance.
